Buying, Borrowing and Begging for a Framework: Some comments on the cost of content

In this paper I will offer some ideas on the value and availability of generic framework data, the issues with obtaining it and strategies for collecting appropriate material from scratch. Possible avenues for obtaining framework data include public digital data, digitising from remote sensing or printed maps, and field collection with GPS. I will consider the costs and difficulties associated with each of these strategies.
